Title: Competing Forces in the German New Car Market: How do they Affect Diesel, PHEV, and BEV Sales? by Anna Alberini, Marco Horvath and Colin Vance.

Summary: European Union regulations require car manufacturers to comply with specific CO2 emission targets for the new vehicles they sell. The targets have been tightened at regular intervals since the regulatory programme began in 2012. EU directives also aim to achieve a zero emission fleet by 2035. In addition, several member states have adopted measures to encourage sales of low-emission and electric vehicles (EVs).We examine the role of these policies – in relation to ‘traditional’ determinants of car sales, such as taxes and fuel prices, local ordinances banning diesel vehicles from specific areas, and charging infrastructure for electric vehicles – using data on new car sales in Germany from Jan. 2014 to March 2020.
